Optional enable/disable signature on quotation

There is a desire to have a mandatory signature on a quotation. This would then be signed by both the client and provider. Both signatures will then appear on the tender.

This is a mandatory component for subsidies.

It will be possible to turn this on/off in the settings of quotations.
